Plant Health Australia (PHA), in partnership with Grain Producers Australia (GPA) and with investment from the Grains Research and Development Corporation (GRDC), is progressing the development of the Grains Biosecurity Incident Standard Operating Procedure (BISOP).
The BISOP is being developed to document how GPA fulfils its responsibilities as a signatory to the Emergency Plant Pest Response Deed (EPPRD), particularly during an emergency plant pest response.
The document outlines the processes, responsibilities, delegations and operational arrangements that may need to be activated during a response to an exotic plant pest incursion. It is designed to ensure continuity, support informed decision-making and provide a clear reference point for current and future representatives involved in emergency response activities.
A draft of the BISOP was presented to the GPA National Policy Council on Monday 27 July, where members were provided with an overview of the document and its intended application. Feedback from the Council will inform the next stage of development, with broader consultation planned across the grains industry during August and September.
The consultation process will help ensure the BISOP reflects industry experience and aligns with existing emergency response arrangements under the EPPRD.
The final document is expected to be completed by the end of 2026 and will help support consistent industry engagement during future plant pest responses.
